In 2015, the Department of Labor, in collaboration with the Department of Education, developed the Cascades Job Corps College and Career Academy (CCCA) to test innovative approaches designed to help at-risk youth complete rigorous academic and technical training programs so they would qualify for jobs in in-demand occupations that pay a living wage and provide opportunities for advancement. The program also would foster enrollment in and successful completion of postsecondary education and development of workforce and independent living skills needed for self-sufficiency.
This appendix, part of Abt’s evaluation, contains theoretical and technical detail to support the interpretation of findings in the Final Report. Section A describes the pilot designers’ vision for the CCCA pilot. Section B describes data sources for the evaluation. Section C includes survey methods for the 18-month follow-up survey. Sections D through F provide detail on the methods and definition of outcomes and measures for the impact study. Sections G and H include additional results, and Section I includes materials developed for the 18-month follow-up survey.
