How a National Healthcare Training Program’s Impacts Vary Locally

This evaluation of the second round of Health Profession Opportunity Grants (HPOG) discusses how HPOG 2.0’s impacts vary among 38 programs and reports program-specific impact estimates for 10 outcomes of interest. The analysis found that in the short-term:

  • most local programs improve educational progress and modestly increase healthcare employment
  • about half of the local programs increase the number of months participants spend in training
  • one of the local programs increases earnings, one decreases earnings, and the evidence is ambiguous for the rest.

Future research will explore why impacts may vary across local programs, such as differences in participants served, quality and availability of support services, and alignment of available training with local workforce needs.

The grants are funded by the U.S. Department of Health and Human Services Administration for Children and Families’ Office of Family Assistance.
