Systems Change under the Health Profession Opportunity Grants (HPOG) Program: National Implementation Evaluation of the Health Profession Opportunity Grants (HPOG) to Serve TANF Recipients and Other Low-Income Individuals

The Health Profession Opportunity Grants (HPOG) Program helps low-income individuals prepare for employment in growing healthcare careers. HPOG programs provide education, training, and supportive services to help participants progress along career pathways and overcome barriers to employment. This report presents findings from the Systems Change Analysis, one component of the HPOG National Implementation Evaluation (NIE) of the 27 non-tribal HPOG grantees, which operated 49 programs. This study addresses the major research question: What changes to the service delivery system are associated with program implementation? The report uses both a descriptive and a formal network analysis based primarily on survey responses from HPOG program operators, partners, and stakeholders, which comprised the HPOG program networks.
