Debra Cammer Hines

Chief Solutions Officer

Bio

Debra Cammer Hines brings nearly three decades of executive experience to her role as chief solutions officer. She has had leadership roles at major consulting firms such as Ernst & Young and PwC and at IBM. She also has U.S. federal government experience from her stint at the Office of Management and Budget early in her career.  Debra has provided consulting services across the public sector – federal, state and local governments, healthcare organizations, and all levels of education (pre-k-12 and higher education). Her work has ranged from global technology services, finance, and housing to cybersecurity transformations, mentoring minority leaders, and environmental, social, and governance (ESG) assessments.

In her role as CSO, Hines oversees the client impact Abt generates in areas such as research, digital, technical assistance, and fairness. She supervises teams that deliver high-quality solutions and innovation to our clients’ most pressing problems. She focuses on spurring innovation and partners with clients to help them think through their opportunities to provide impactful solutions. Hines reports to President and CEO Kathleen Flanagan and serves on the Executive Leadership Team.

Hines came to Abt from EY where she was a principal in the Americas Government and Public Sector. She expanded business with state and local governments, played a significant role in developing COVID-19-related solutions and in cyber security and ESG work. She oversaw quality and risk on large projects. And she was a leader in diversifying management. Before EY, Hines was an IBM vice president responsible for all the services IBM provided to the public sector. She also had responsibility for the IBM Center for the Business of Government. Hines led a joint venture to provide global technology services for BNP Paribas. And she served as managing director of IBM’s CVS Caremark account, collaborating with the client on the shift from a retailer to a healthcare company.
