Deborah Hutchison

Vice President, Global Development, U.S. Government International Program Delivery

Bio

Deborah Hutchison, vice president of U.S. Government International Program Delivery, has 18 years of experience working in the public and private sectors to improve lives around the globe. She produces lasting impact and results in complex environments and manages diverse teams. Hutchison has expertise in global health, project management, corporate strategy, and business operations.

Hutchison oversees the performance of a portfolio of mostly bilateral and regional programs in Asia, Africa, and the Caribbean. She leads a team of over 700 staff, ensuring quality project delivery, financial performance, and compliance with corporate and client requirements.

Before assuming her current role, Hutchison served as the chief of staff to Abt’s International Development Division, overseeing the operations and governance of the business line while liaising across corporate departments to execute functional strategies and organizational change. Before joining Abt, she served as managing director of operations at Chemonics International. She oversaw the day-to-day operations of the Global Health and Supply Chain Division, including the USAID-funded $9 billion Global Health and Supply Chain Procurement and Supply Management (GHSC-PSM) program. 

Hutchison also led a European Network of Sexual and Reproductive Health non-governmental organizations in Brussels and served as portfolio management director for West and Central Africa at FHI 360 in Washington D.C. In addition, she provided program management oversight to FHI 360’s portfolio of projects in Rwanda while based in Kigali and served on the Board of Directors for Project Smile in the Philippines while based in Manila. Before entering the international development space, she worked with private healthcare companies and U.S. federal and state organizations on regulatory compliance, risk management, and policy evaluations.
