Laura Blake has more than 20 years of experience in leading scientific programs and research in the environmental science and policy domain. She has deep expertise in surface water quality restoration and protection and has spent her career designing and implementing scientific studies to support efforts to protect human health and aquatic environments. She has significant knowledge of Clean Water Act rules and regulations and has extensive experience supporting federal and state regulatory programs with implementation of and compliance with the federal Clean Water Act.

Katie Kitchin brings more than 25 years of expertise in housing and human services policy that advances the overall well-being of people and communities. She is a subject matter expert in housing finance/development, technical assistance and training, homelessness, justice, and child welfare housing interventions. At Abt, she directs the company’s state and local housing strategy, and partners with clients, local agencies, and organizations on business development and growth opportunities.

Kate Stillman is a technical leader with more than 25 years of experience in program design, systems thinking, evidence generation and use, monitoring, evaluation and learning, and project management. She has deep experience in global development with specialties in health systems strengthening, infectious and vector-borne diseases, maternal and child health, and sustainability. She drives Abt’s efforts to strengthen the generation, management, and use of high-quality data to inform decisions and improve program quality.

Moira Forbes is a health policy leader with over 25 years of experience working with state and federal agencies on Medicaid and CHIP policy and operations. She focuses on providing time-sensitive, evidence-based analysis to support policymaking, operational planning, and program evaluation. She has worked with a wide range of health care stakeholders including providers, employers, public and private payers, foundations, trade associations, the Centers for Medicare & Medicaid Services and other health and human services agencies, state legislatures, and Congress. These diverse experiences help her provide well-informed insights for clients at all stages of the program lifecycle.

Marianne El-Khoury is a seasoned manager of global health programs. At Abt, she has held senior management and technical roles on USAID-funded projects in health systems strengthening and private sector health. She has also led research and evaluation studies in family planning and reproductive health, maternal and child health, and health financing.El-Khoury is currently the Deputy Director of the $209 million Local Health System Sustainability (LHSS) Project, USAID’s flagship project in integrated health systems strengthening. She provides overall leadership, management, and oversight of project activities across more than 20 countries in Asia, Africa, Europe, and Latin America. She also serves as the Global Development representative for Abt’s Institutional Review Board (IRB).

Cheryl Doty is an economic growth specialist with more than 25 years of experience managing and implementing donor-funded programs across 15 countries in Africa, Asia, Latin America, the Middle East, and Eastern Europe. She has provided technical leadership to programs focused on enterprise development, trade & competitiveness, market system strengthening, agribusiness, food security, and resilience. Doty excels at managing high-profile USAID programs, including indefinite delivery, indefinite quantity (IDIQ) contracts, and blanket purchase agreements (BPAs). She is skilled at establishing strategic relationships with high-level government officials, implementing partners, non-governmental organizations (NGOs), and the private sector. Doty has a strong track record of leading the capture, design, and development of winning USAID proposals. 

Lindiwe Chola Dlamini is a certified expert in climate change and renewable energy finance with 18 years’ experience in sustainable energy policy, resource mobilization, partnership development, and program management. Her career includes leadership, resource mobilization, and implementation roles for sustainable energy in Eswatini. She has provided expert technical advisory support for public-private partnership negotiations in energy infrastructure and team leadership for Eswatini's Programme for Affordable Renewable Energy. She has worked with start-up social enterprises and with development programs funded by the U.S. and EU government, African Development Bank, United Nations organizations, World Bank, and African Legal Support Facility.

Nassim Díaz Casado is the chief of party for the USAID Local Health System Sustainability Project (LHSS) in the Dominican Republic (DR). He is an expert in project management with extensive experience in health systems, strategic management, and international development programs in the health sector. Diaz has more than 15 years of experience working as a project director for multilateral organizations, including the World Bank and International Development Bank. He has been chief of party of the USAID- Health Finance and Governance (HFG) project in the Dominican Republic and country program manager for the USAID-SHOPS Plus project, in addition to consulting with international organizations and public and private entities on health and social security systems.

Miguel Pulido is a dentist with more than 20 years of national and international work experience promoting and implementing social, financial, and economic policies in the health sector. He has worked domestically at the Colombia Ministry of Health (MOH) with several departmental health secretariats and internationally on health projects with the Inter-American Development Bank and United Nations Development Programme in Panama, Guatemala, and Honduras. He was also the director of the US-based non-governmental organization Te Doy Foundation, working with HIV orphans in Africa.

Mona Abdeljawad is the chief of party in Jordan for the U.S. Agency for International Development’s (USAID) Local Health System Sustainability (LHSS) Project. She has more than 20 years of experience managing development projects in health, reproductive health, development, and human rights. Her educational background is in human rights law from the University of Oxford, and she has focused on disability rights. Mona participated in drafting the Convention on the Rights of Persons with Disabilities (CRPD) and served as the assistant secretary general of the Higher Council on the Rights of Persons with Disabilities.
