Katrina L. Bledsoe, Ph.D., is a trained evaluator, mixed methodologist, and social psychologist with evaluation experience in both U.S. and international settings. Dr. Bledsoe’s evaluation work has focused on community-based social services, health and education evaluation and programming, mixed methodology and methods, theory-driven evaluation, culturally responsive and equity-focused approaches, and topics in applied social psychology.

Meghan Henry is a social science researcher with over 15 years of experience in public policy and program evaluation, specifically in the fields of housing and homelessness and the intersection of homelessness and education. Henry has extensive experience leading evaluations, including large data collection efforts, conducting qualitative data collection, data analysis, and outcome evaluations. As project director of the U.S. Department of Housing and Urban Development’s (HUD) Annual Homeless Assessment Report (AHAR) to Congress, she has considerable experience synthesizing large amounts of information to make the data accessible and actionable for federal, state, local, and philanthropic clients.

Colleen Grogan Moore has over 30 years of experience implementing community development and housing-based programs in collaboration with state and local governments and nonprofit organizations. She has expertise in providing technical assistance (TA) and training, including to recipients of Department of Housing and Urban Development (HUD) community development, housing, and homeless program funding. She has experience building strong relationships with state and local program grantees and managers and supporting communities in effectively using resources.

Lisa Simeon is Abt Global’s Chief Operations Officer.  In this role, Simeon is establishing a global operations function to cover all aspects of project management. It will include continuous improvement and scalability of Abt’s standards, processes, and digital platforms for project start-up and closeout, workforce planning, risk management, and quality review to achieve strong financial performance and ensure client satisfaction across the company. She will continue to oversee Human Resources and will add responsibility for global security operations and emergency response to her portfolio.

Chris Grier, Vice President, Legal and Risk, leads the legal, governance, privacy, insurance, contracts, innovative finance, risk, compliance, and audit functions supporting corporate and program operations of Abt Australia and Abt Britain across more than 30 countries. He is also the Company Secretary of Abt Australia and Abt Britain.

Lisa Tarantino has 25 years of experience designing, managing, and evaluating complex global health and development programs. She has managed global, regional, and national initiatives for health finance, system strengthening, and private sector financing in 20+ countries. Lisa is a thought leader in sustainable approaches that enable transition from development partner support. Lisa has been a professor and advisor to the Columbia University School of International and Public Affairs’ Economic and Political Development program and the Johns Hopkins’ School of Advanced International Studies’ International Development program.

Andrew Alderdice has more than 35 years of experience working in the health and human services sectors in Australia, New Zealand and the Pacific and is currently leading Abt Global’s domestic programs and consultancy practice in Australia.Andrew has worked in a variety of roles, including as a consultant, executive manager and clinician. He has more than 25 years of experience in executive-level positions, including nearly nine years as director of a private management consulting business in Australia. He served as director of the Australian Government-funded health and HIV program in Papua New Guinea. Andrew has been the director of strategy for a regional health service, chief executive officer of a health and aged-care complex and director of a regional community health service.

Katharine Witgert is a health policy researcher with 20 years of public health and health care policy experience. Witgert manages research and analysis of health system innovations, conducting program evaluations for federal clients, including design, implementation, and reporting of findings. She provides technical assistance to state officials, primarily in the areas of Medicaid reforms and building Medicaid agency partnerships with public health, behavioral health, and social services programs.

Sarah Kozyn is an international agriculture and economic growth specialist with more than 12 years of experience designing, managing, monitoring, and evaluating donor-funded programs focused on agriculture and market systems development, resilience, nutrition, and trade. Her work at Abt has spanned projects in sub-Saharan Africa (Uganda, Ghana), the Middle East and North Africa (Egypt), and South and Southeast Asia (Bangladesh, Cambodia). 

Beth Boulay has 15 years of experience using robust evaluation tools and methods to generate evidence practitioners need to make critical decisions. Her work includes designing and conducting research aimed at identifying effective education interventions that promise to improve student achievement and education outcomes. She has led large-scale, complex evaluations that use a range of research methodologies to assess the impact of policies and programs. Boulay also provides evaluation technical assistance to help increase local evaluators’ capacity to produce rigorous evidence of program effectiveness and implementation fidelity.
