Dr. Diarra Houleymata is a public health technical expert with more than 25 years of experience in program development and management. Dr. Houleymata has designed and implemented technical assistance across all levels of governments and health systems, including for more than 10 USAID-funded programs in the Democratic Republic of Congo (DRC), Guinea, Nigeria, Mali, and other countries. Her expertise spans integrated health; maternal, newborn, and child health; nutrition; and other sectors. As Chief of Party (COP) leading several country-level projects and a member of national task forces, she has delivered innovative technical assistance to Ministries of Health (MOH) to develop, validate, and operationalize health policies and strategies, generating significant changes to national health systems.

Dr. Josephat Shililu is a senior project manager and entomologist with over 20 years’ experience managing malaria control programs and conducting malaria vectors’ research. He has extensive expertise in project planning and implementation and has contributed to successful and timely implementation of IRS projects in Uganda, Ethiopia, Rwanda, and Kenya. He has also contributed to Ministries of Health (MOH’s) capacity strengthening efforts in malaria research, environmental compliance procedures, logistics systems, and mobilization campaigns. Dr. Shililu has ensured sound financial management and timely completion of quality project technical and financial deliverables.

Dr. Rucha Londhe, Senior Director, is a strategic leadership team member focused on developing and advancing human-centered approaches to evaluation, research, project delivery practices, and internal organizational capacity. She is an experienced human development specialist, with a demonstrated history of working in education and behavioral health industries over the last 18 years and currently leads Substance Abuse and Mental Health Services Administration (SAMHSA) projects at Abt Global. Skilled in qualitative research methods such as interviews and focus groups, Dr. Londhe has multiple experiences conducting embedded assessments and community-based participatory research. 

Adele Robinson brings to Abt more than 30 years of experience in policy development and advocating for children and education, with a focus on early childhood and the early elementary years. From Capitol Hill, national education associations, and the Department of Health and Human Services (HHS) to state and local agencies, she has supported the implementation of equitable and effective education as a means of providing success for all of our nation’s families. As a principal associate at Abt, she’ll continue to pursue these goals with our federal clients, as well as at the state and local level, using her expertise in complex policy analysis and strategic technical assistance.

Clifford Lubitz is the Chief of Party for the Abt-led USAID-funded health and nutrition activity in Tajikistan, Healthy Mother, Healthy Baby (HMHB). He has 20 years of experience leading efficient and impact-oriented cross-sector programs and initiatives. Lubitz’s expertise includes managing complex health, nutrition, and education programs in collaboration with host governments and the donor community in more than 30 countries.

Dr. Walid Sallam is an agricultural marketing expert with 23 years of experience advising and supporting agribusinesses and farmers in Egypt. He helps them expand their businesses and implement practical solutions to increase productivity, quality, and sales. Sallam has provided expert analysis and evaluations for businesses, international and local organizations, and the government of Egypt on topics ranging from agricultural marketing and finance to operations. For the past eight years, he has led five capacity building and technical assistance agribusiness programs in Egypt that have introduced innovative, low-cost solutions to increase smallholder farmers productivity, improve the livelihood of rural communities, equip recent graduates with job-related skills, empower women, and mitigate the effects of climate change. As Associate Professor in the Department of Agribusiness at Cairo University, he taught undergraduate and graduate courses in marketing, international trade, agricultural finance, price analysis, and operations research.

Brooke Abrams is a trained political scientist and researcher. With over 11 years of experience, she specializes in applied housing and health, bringing expertise in managing and contributing to place-based, mixed-method, and community-centered solutions. Her work spans research, evaluation, and technical assistance (TA) projects across diverse policy domains, delivering innovative and tailored strategies to drive impactful change.As a Client Solutions Architect at Abt, Abrams plays a pivotal role in designing client-focused frameworks and solutions that emphasize rigorous, data-informed, multi-disciplinary, and population-tailored design. She specializes in community-specific, monitoring, evaluation, and technical assistance approaches to engage and work alongside persons with lived expertise.

Soumitra Ghosh is an international development professional with 40 years’ experience in the for-profit and non-profit private sector, with more than two decades of experience in global health. Soumitra is a thought leader committed to delivering sustainable health outcomes at scale. He has created and led large scale, high-impact, and innovative public health programs in HIV/AIDS, family planning, RMNCAH, nutrition, tuberculosis, malaria, and water/sanitation/hygiene He also has worked in primary healthcare, using social marketing, social franchising, social behavior change, public-private partnerships, and market-based partnerships. Soumitra has worked in South Asia, South-East Asia, and Anglophone Africa.

Stephanie Landers Silva is an economic growth and agribusiness specialist, bringing more than 10 years of experience in strategic advisory services, partnership development, program design, and project management. She has worked with a wide range of clients and partners including multinational corporations, local businesses, industry associations, producer cooperatives, and government agencies. She focuses on working with the private sector to integrate sustainable development considerations into business decisions, from supplier relationships to underserved customer segments and market entry. Operating cross-sectorally, Landers Silva also helps governments, NGOs, and donors partner with the private sector to address development challenges. Her work has spanned the globe but has generally focused on Latin America, Sub-Saharan Africa, and South and Southeast Asia.theast Asia.

Ernest Fletcher is an international development professional with 15 years’ experience in the planning, implementation, and management of education and public health programs. He has a special interest in program design, implementation, and monitoring and evaluation and capacity building. He has worked in Ghana and Mozambique and provided remote vector control program implementation support to countries including Senegal, Madagascar, Burkina Faso, and Sierra Leone. He has worked closely with Ministry of Education (Ghana) and Ministry of Health staff in several countries.
