Rockville, Md. –Abt Global has positioned itself to expand its global governance practice by winning seats on two major US government contract vehicles.
The five-year, $650 million Strengthening Tenure and Resource Rights (STARR) contract is an indefinite delivery, indefinite quantity (IDIQ) contract funded by the United States Agency for International Development (USAID).
Task orders under STARR will call for short- and long-term technical assistance to improve the security of land and property rights. The contract will focus on land and resource tenure as it affects a broad array of issues, from food security and climate change adaptation to conflict prevention and economic opportunity.
“Abt’s ability to combine technology, data analytics and field implementation techniques will enhance efforts to provide more security and opportunity to those who depend on land for their livelihood,” says STARR IDIQ Director Tiernan Mennen.
Abt leads a team that includes Cloudburst Consulting Group, Land Equity International, Cadasta Foundation, International City/County Management Association (ICMA), Trimble, Pact and the National Center for State Courts.
Abt was also awarded the $475 million Public Financial Management (PFM) II IDIQ contract, USAID’s flagship mechanism in economic growth. Task orders will cover such topics as fiscal policy/management, trade, business enabling environment and labor market analysis and policy. Abt brings unique experience to the PFM IDIQ, including:
- Supporting public financial management in health systems in more than 46 countries through the USAID Health Finance and Governance and other projects
- Building financing capacity of actors ranging from governments to USAID missions under the Climate Economic Analysis for Development, Investment and Resilience project.
In October 2018, Abt initiated a series of public discussions and learning events to focus on advances in the field of governance strengthening entitled Innovations in Governance.
On December 11, Abt will host the second event of this series--Achieving the Sustainable Development Goals (SDGs) through Improved Governance--at the Center for Global Development (CGD) in Washington, D.C., from 11 a.m.-12:30 p.m.
Panelists will discuss new experiences, evidence, and techniques for integrating governance approaches to enhance sector-focused projects and improve global development outcomes such as the Sustainable Development Goals. Speakers will also share examples of local system strengthening and navigating incentive structures in the fields of health, education, food security and environment, among others. They will identify where governance approaches have produced tangible results and discuss common opportunities and challenges. Methodologies to address these challenges, which development practitioners can use across all sectors, will also be presented.
